The Emancipation Proclamation states that all slaves in rebelling states are now free according to the Union. This was not enforceable by the North because the North no longer had power over the South, but it was an extreme insult to the South. The Proclamation ended by listing the exact states in which slaves were freed, they include: Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Texas and Virginia but it excluded New Orleans.
